When the Marian Reforms (or Time of Soldiers) hit, all MICs are damaged 100% and a new MIC for the new era is placed in your cities of the same level. Once the event occurs, just destroy your old MICs for some extra cash.
The new MICs will be at the bottom of the building list. If you have more then 24[?] buildings in the town, you won't be able to see building 25+, which may include your new MIC.

I destroyed the barracks. I can still build new units but can not repair the units in cities where I destroyed the old barracks. Help?
If they're units that you cannot recruit, you cannot retrain them.

I got the same problem but without the reforms (playing romans). I just conqeured segestica and cant build a barracks. I have the Lvl1 administration building do I need more to first unlock the barracks? Also in all the other conqeured territories its the same. But I can build the forghein barracks. (btw I am new this is only my 2nd post)

If I understand the issue correctly, it is the "problem" that he can't build factional barracks outside of his starting cities and Segesta. But that is as it should be, and the reasons are in the FAQ.
