If they're units that you cannot recruit, you cannot retrain them.

I got the same problem but without the reforms (playing romans). I just conqeured segestica and cant build a barracks. I have the Lvl1 administration building do I need more to first unlock the barracks? Also in all the other conqeured territories its the same. But I can build the forghein barracks. (btw I am new this is only my 2nd post)

If I understand the issue correctly, it is the "problem" that he can't build factional barracks outside of his starting cities and Segesta. But that is as it should be, and the reasons are in the FAQ.
You're right. I forgot the geography of the area a little there. Plus, most of what I focused on the post was on the fact that he could build a level 1 government and it wasn't Segesta. I thought you couldn't build level 1 governments at Segestica.Originally Posted by d'Arthez
