Of course assassins are a drain on the economy. They waste florins every turn and they don't kill enemy troops, only generals. They destroy buildings you could have sold later at a better price or used yourself.

As for dread, I managed to get Rufus up to 10 dread without recruiting even one single assassin as England. But of course I had all provinces and I did much exterminating in order to hold them down. Butcher, butcher, butcher, kill prisoners, kill prisoners, join and then leave crusades. Generally, be a jerk.

Having 10 dread means you are king of the jerks!
