    I'm not sure if this is a bug or a feature - Homeland markers just appeared in Susa and Persepolis, apparently triggered by the last province in the Western 1 group achieving Peace and Order. I don't see any documentation indicating that this should happen, either in the FAQ or the pdf, though it does make sense from an alternate history perspective. On the other hand, it doesn't make much sense in terms of gameplay, since according to the recruitment viewer the only Hayasdan factional MIC-5 units are the cataphracts and noble infantry, both of which are tightly restricted to Armavir, Karkathiokerta, and one of them to Ani-Kamah as well. So actually building Gov-1 in Susa and Persepolis would simply be a moderate public order boost, trading the -10% law of the Gov-2 for the +5%, -0.5 pop growth of the Gov-1. And one would lose access to the pantodapoi phalangitai in the regional MIC-3. Possibly worthwhile with a western capital, not so much when Susa is the capital.

    Are these homeland markers supposed to show up? And is the recruitment viewer correct that there are no new recruitment options opened up by these markers? Thanks!

    This is the hayasdan reforms that take place, check out the preveiw they made about it.

    A bit strange, though, that no new units are made available when the Yervanduni take over Persia as a homeland.
