Default How can I remove the 12.5% of pop growth?

I tried changing values in the descr_settlement_mechanics but it didn't work. Anybody knows how can I remove or modify the 12.5% pop growth limit?
How to unpack specific files to they respective folders:
make a new .cmd in Medieval II Total War\tools\unpacker and put this inside after you right-click edit.
    Code:
unpacker --source="..\..\packs\*.pack" --destination=..\..\--filter=[name of file goes here w/o brackets]

You can decrease the growth rate in the descr_building file. Go to the aqueduct building, take the growth modifier and change it to a negative number...
