I went back and checked Capua in my game - and because of how many buildings there are in it, I couldn't see it. I also discovered when I destroyed a few things to clear some space, that there was an old Carthaginian barracks hidden away there. But the latifunda was there, just off-screen because there were so many things in the city.
What's wrong with building one in any of the other homeland provinces? There's your central five, plus the two Greek ones (Rhegion and Taras) plus the three Gallic ones (Segesta, Bononia, Patavium).
