You probably just have too many buildings in the settlement to see them all in two rows (if I understand the question correctly). As you're using process_cq etc anyway easiest way to get around this is to destory buildings in Roma until there is enough room for the Gov4 to display, then get rid of that and use process_cq to replace the buildings you destroyed.
As for the client ruler, tell him he's going on a fishing trip, put him on your worst fleet, then send it pirate hunting
