I run a meritocracy.

I only bestow titles on Gentry and Nobility (elites and knights). This is just a roleplaying thing, though. You should give your titles to whomever will:

- most benefit a province by their governorship (via acumen, dread and piety)

OR

- who will most benefit from a command boost (if the governorship/title gives a command bonus)

I tend to give mine to knights, commanders and and any ones with extra command and/or acumen to their respectively favourable candidates.
