I am guilty of this in many games but I think that rightly it should be banned...

As a quick clarification, "surround-and-destroy" refers to the practice of occupying every single (occupy-able) tile adjacent to an enemy agent with an army regiment and then moving one additional regiment into that agent's actual tile. Since the agent has nowhere to go, it's "killed".

Importantly it also refers to the practice of engaging an enemy army or navy in battle without leaving an 'escape tile'. If you surround an enemy army on the campaign map and leave no escape a defeat will wipe out the stack completely leaving no survivors.
The exception to this rule is if the enemy has deliberately placed themselves in such a position and the only way you can attack is to leave them no escape.
Fight agents with agents! Use spies to defend your generals against assassins and use your own assassins to hunt down and kill the enemy's. In CotF we had the mother of all agent wars ranging across Anatolia and into Iraq which ended with a massive plague spread (at first accidentally) by infiltrating spies. Happy days..
