At first my Celtic pride didn't want to believe you but in my Macedonian campaign my Dahae horse archers came up against merc Ptolemy Leuce Epos and massacred them.

This strikes me as kind of amazing that you should say that. Sweboz troops can easily be produced with between 2 to 4 chevrons; even Chatti clubmen, with a mere 169 upkeep one of the cheapest units in the game, will probably break even with Jewish spearmen when levied with 4 chevs due to the AP clubs. Dugundiz, Celto-Germanic spearmen, Baltic Axemen, Oskywie swordsmen, and Sweboz clubmen (Slagonez) are all a match for Jewish Spearmen when chev'd up. Have you ever experienced the unbreakable morale of a 3 and 4 chevron Sweboz army?

As for the original poster's question, I would second Olaf's recommendation of Jugundiz. Dacian skirmishers and Luso Ambushers are also very good in spam armies. They can frustrate most armies and really drag out the battle with their large numbers, extreme ease of recruitment, very cheap cost, hiding abilities, javelin skirmishing, good chevrons/high morale, and lethality on the flanks. Since HA armies can't beat them in the forest the main vulnerability of Jugundiz is versus high armor infantry like Romans and quality phalanxes in the open field. Somewhere around 257 the Sweboz should be able to start spamming tier 1/2 infantry very aggressively and overflowing the forests of Germania with 2+ chevron Jugundiz, levy spears, and archers. It's a pretty strong army system.
