I think recruitment zones are very restricted in 2.3. Might be worth looking into before you start.

Monkey can you give a summary of the differences between the current version and 1.5? From what I gather from the forums this one should be more balanced?
The art of war, then, is governed by five constant
factors, to be taken into account in one's deliberations,
when seeking to determine the conditions obtaining in the field.
These are: (1) The Moral Law; (2) Heaven; (3) Earth;
(4) The Commander; (5) Method and discipline.

Depends what you mean by 'balanced' I guess, and whether you think hotseat starting positions should be 'balanced'. If you play with fought battles there will be more of a level playing field. Whichever version you play, if it's AR then the Romans, Crusaders, Kypchaks and Rajputs will rule.
I have only limited experience of versions post 1.05 because I so disliked the changes they brought in with version 2.
The major problem for me is the very restrictive AOR (area of recruitment) which meant faction-specific units could only be recruited in a very small number of starting provinces. Just not fun in my opinion, it means if you lose your starting provinces you can only recruit crappy generic troops and have no chance of fighting back.
Maybe @Visorslash can fill in the gaps, he's probably played more BC hotseats in late versions than me.
