    I apologize, I was stuck somewhere without internet access. It wasn't planned, but I had forgotten my charger.

    I have given this some thought and have consulted players outside the hotseat. I know I will set uproar for this, but I will overrule my own decision and allow the K-Shah to move one army. I didn't realize that the bulk of their forces were stationed there. It turned out that my decision was way, way too harsh. In compensation for allowing them to move that 1 stack, they will be fined 5000 gold.

    I realize the Turks were on the offensive and this rule breaking stalled their blitz, but It seems to me that by giving such a harsh penalty I basically order them to commit suicide like the SPQR in Rome 1 did to the player Roman faction. I don't want to be that guy. @sonnet might well get angry about this, but IMO this is better for the game.

    Alternative, I think I've been doing a piss poor job admiring this game. We haven't had such "serous business" hotseats here. If we get another uproar from me rethinking my decision and (and slowing the game because of my real life stuff) then I would be happy to step down.
    @Dr Mac use the save with the one stack that has been allowed to move.

    To be honest, we usually resolve rule violations here via replaying the save. This kind of "no replays the show must go on" hotseat requires a very experienced admin. I'm not convinced I'm the right person for the job.

    Just to be clear, can you use regular siege equipment in any siege even if it is a Castle?

    After having sacked and burnt our settlements, the Kwarezmian Shah tried all the dirty tricks he can to avoid battle, like a pathetic man fearing for his own life. No wonder then, his men too try to flee when they had to face our armies. Our soldiers though ,enraged for the sufference the Kwarezmian caused to our lands didn't leave any room for mercy. About 8 thousand of Kwarezmian soldiers fell on the battlefield, including the Faction Heir Shahazade Canbulut.
    The Sultan sent 4 of his armies led by 4 of his most trusted generals, to strike back. The goal was to take the strategical region of mesopotamia under our control. To do that we had to defeat the3-4 armies the Shah put there under his -incompetent- control.
    Without hesitation, the general Saban Ata took the lead.

    we can be sure of, is that he now deeply regrets to have refused our foolishly-generous peace offer
