Sorry, but perhaps it's a comment on where perceptions have shifted.
Violence, illegal activity, drug running, gun running, intimidation ...etc. all fail as defining characteristics.
You could as easily be talking about religious groups, banks, multinational/transnational corporations or even some governments and their agents.
