Given further that the Netherlands doesn't even have any actual process for dealing with referendums, I wouldn't expect this to cause waves anytime soon.

Only because of a thousand volunteers this is possible, It's not a treaty against, you can also vote in favour of everrything. almost everybody signed against but the option remains open. They only needed 300000 and they overshot by 150000. Considering the general lack of interest the average person takes in international politics this great an outcry becomes rather more prevalent than monty would suggest.
