Well thats the answer. Its been common knowledge for quite a while. Detailed in a glorious, multi-page long release about the peoples of north africa.
Its basically going to be used to simulate the differences between a nomad camp and a settled city. Probably the most efficient use for it anyway. Wasting something so versatile to simply change the culture of a huge city is silly. The EB team made the right choice in this regard.
EDIT: arghh, I just commented on a long dead thread revived by some stupid post question. Teach me to read the dates next time. Maybe this should just be locked down considering its an irrelevant thread.

Well if you want it that way, its been one year. There's been no talk of the subject, nothing on twitter or the previews though we've already had one that detailed a little bit how culture would be used (Rome) especially the city state one.
Isn't that an answer in it of itself? Or was that not what you were asking Megas?

So that old city-state idea is, from what I understand, somewhat abandoned? I never really saw much of a use for it, though I'm still quite confused.
Stay on topic, kid. Some of us are here to inquire after EB2, and we certainly don't need immature children clogging down a scholarly forum with ridiculous spam.
I wonder if "nomad camps" could also be used to depict the far less urbanised cultures of "barbarian" tribes...
