My guess are that Reenk had the ability to survive a kill, and Docter Elmer is immune to vigilante kills. However killer of Carter, Meg was able to kill Reenk regardless of his ability.

This confuses the hell out of me. But this is what I have so far

So we have

2 mafias
Possibly a serial killer
1 detective is gone at least
Possibility of medic role
Role blocker who is Herbert.

Good analysis, but it was Joe Swanson that was blocked by Herbert, not Tom.
