If I can get Agriarians from lvl 4 in Pella, that's good as I'm planning to build it there in any case. As for building MICs and then changing government types, it feels like it's a bug. Shouldn't recruitment be determined by government type you have? So, if you have type IV, build highest level regional MIC and then move to type I, shouldn't your roster be changed accordingly, or you can continue recruiting best regional troops under type I government?
