But explain the discharging of Legio II further. Do mean with that effective discharging forever or discharging the old soldiers and recruiting new ones for Legio II with the money we lent?

Well
I interpret the edict for discharging the legion as follows:
Legion moves to a city. All units get disbanded = legion discharged.
Normally we then would recruit an entire new Legio II following the new rules concerning composition.
But since we're low on cash, it might prove profitable that we delay recruiting the new men for Legio II a few turns..
If we totally disband the legion, and then wait a few turns... = a few turns where our income is significant higher than it is now (due to less upkeep for an entire legion)
The profit we make durign these few turns, will be enough to repay our 'loan' and recruit a new Legio II following the new composition.
in short:
1) Disband now + build barracks for expedites.
If we do not have enough money to start building, we calculate how much money we are short, and add this by using console add_money. This will be the loan
3) the remaining turns until the next session, we reap the extra profit caused by the big cut in upkeep costs now we have one (or two) legions less to pay for
4) After a few turns, it will be congressional session. We use the profit made in the previous turns to repay our loan and to recruit one (or two) new legions.

Can you please compile a plan including what happens at what time, meaning:
Summer 200 BC -Lending "amount" Mnai from "whereever"
Summer 200 BC - disbanding Legio II
Fall 200 BC - payback Legio II
Spring 199 BC - recruiting new Legio II concluded
Lvcvllvs unfortunately does not trust expressions like "a few" "after that" "soon" and "later" anymore. ;-)

This turn: disband Legio II (and perhaps Legio I?) + start building the barracks necessary for expedites in atleast 1 city.
Turn of the next congressional session: payback an eventual loan + recruit the new legion(s)
All turns in between are for profit.
Please note that a loan is only necessary, if we can't pay the cost of a barrack this turn.
