The first times I've firmly refused, but then accepted making a payment request of 5000-7000 mnai. They accept the proposal, but then I re-open the diplomatic page and simply inform them that the military access has been canceled. The negotiation is then closed and so we are allied with trade rights granted.
What is strange is that all this happens while they siege one of my cities so, just after negotiation, the siege is temporary stopped but then they started it again in the same AI turn!
Diplomatic behaviour is just opposite to military one.

i think we found our problem!!
But in essence, if the romans kept breaking the ceasefires, its because they already had armies en route to attack you and they will continue on till they attack your city no matter the diplomacy. The best bet would be to put a defense force or a fort on a strategic location which will stop the enemy army from moving along its designated route to attack you. TO be sure they your army dont get attacked/ destroyed and your lands wide opened, make sure its always stronger and larger than the enemy armies.

Some hellenic might/ belarus slingers / ferocious mercanies shall stop the romans dead in their tracks!

(btw i train my assassins on spies... they for some reason like going through byzantium =]
