To answer the OP's question:
- For the rather short duration in which a Judean faction of sorts existed; and the fact that their time span is mis-aligned with the time span of the mod (and I never saw a Game that aligns its time frame with a Judean faction).
- For the fact that in any context other than one which explicitly seeks to encapsulate a Judean faction the inclusion of such a faction is (a) highly speculative to the point of contemplating a faction is a waste of time and effort or (b) for the fact that even then a Judean faction can be actually _more_ accurately represented by a Rebel city (considering that in terms of regions their greatest extent does not comprise even so much as a *single* region in EB/RTW).

I'm a muslim, and I do not want A "ummah". and honestly, what "ummah" do you mean? we already have 21 umam in EB1, and 2 confirmed ummataan in EB2, as well as the original 21 "umam". (yes, ummah means "nation" or "community" in arabic)
