let me clear it up:

"Hooah" is more of an army thing, specifically Army Rangers. Martok is thinking of "Oorah", which is the more Marine thing.

Not that there is no mixing and matching, but it's more "Hooah"-Army "Oorah"-Marines

easy to confuse audibly though.
