I usually start like this:

Military:
- use the troops in Cenabum and those with Dennoros to besiege Avaricum, wait out the siege because it's strongly garnisoned
- move the troops south of Gergovia through Eleutheroi-territory to join the siege of Avaricum

After the Arverni are destroyed you should be making a profit again and get out of the debt.

Why take Avicarum? I blitz the Arverni and usally kick the **** out of them by spring 270. Also you might not actually destroy them if Galatia rebels to them.

Guys, those are great tips, but what will I do when I conquer the Averni and i've got about 30,000 mnai in debt?

Well certainly don't pillage the cities you conquer because you might get restless sleeper trait for whoever orders to pillage it.
