Did you follow the installation orders given in this thread?
short it goes like this:
RTW patched to 1.5
EB 1.1 in the RTW folder
EB 1.2 in the RTW folder
fixes for 1.2
if you use vista/win7 do never install RTW+EB inside the program files.
