I think it starts out that way, but the A.I. will move its capital to a central position in its empire.
Blast it, the A.I. is finally doing something clever, yet we still manage to find fault with it.

Well, someone should try to play as eleutheroi, move their capital, and recruit Iberian warriors in India I think
