    I would like to be more precise with the measures against the revolutionary threat. Such an agreement has been reached with the Russian Empire.

    Das Österreich und Russland hat eine Übereinkuft gemacht. Wir sind überzeugt Europas zu verteidigen. Früher, Russland hat die Gebieten und die Interessen des Österreichs zu verteidigen versprochen. Jetzt, die Österreich will Russland helfen. Im Österreichem « Polnischen » Gebieten gibt es keine Platz für Revolutionären und unsere Polizei operiert gegen diese Elementen. Ich höffe, dass die anderen Staaten Europas auch unsere Beispiel folgen warden und shcließen Übereinkuft für Kooperation gegen Revolutionären werden. Die Reiche können auch mit der Freien Stadt Krakau gegen die Revolutionären arbeiten. Satus quo müssen wir verteidigen.



    Austria and Russia have made an agreement. Earlier, Russia promised to defend the territories and the interests of the Austrian Empire. Now, Austria wishes to help Russia. In the Austrian “Polish” territories there is no place for revolutionists and our police will work against such elements. I hope that the other states will follow our example and will conclude similar treaties for cooperation against the revolutionists. The two Empires can also work closely with the Free City of Krakow against the revolutionists. The status quo must be protected.

    Austria does not think Greece should be left independent. Such an act will lead to unexpected complications as I have already warned.

    On the spheres of infleunce. I would say that the representative of France demonstrated how delicate the spheres of influence are by keeping silence. Great powers should work together, not rival to partition the world.

    Peace keeping is one of the core tasks of a government. I'm in no position to comment on a bilateral agreement, situations sometimes make it necessary to take extraordinary actions. These actions should, however, always be regarded as extraordinary. Every nation should have complete and exclusive soevereinity within its borders. In that regard, I like to caution every nation to keep such agreement always as short as possible and always under the leadership of the nation where the threat is located.

    I agree that cooperation will be necessary to keep the peace in Europe. Many nations have set there eyes on Africa. In order to keep tensions between these nations down, it would be opportune to divide Africa in influence spheres of the the nations that are now already involved in Africa. If each nation is designated with enough African resources, then there would be no reason for tensions.

    I would like to underline that the control over the revolutions in the Austrian Empire is in the safe hands of the Austrian secret police that is one of the best in Europe. In this case, I simply mean that Austrian security forces will also prosecute any revolutionist from Russia who steps on the territory of the Austrian Empire or dares to plot a revolutionary activity against Russia from Austrian territory and in this way Austria fulfills the solidarity principle of the Veinna treaty. The countries of Europe must deny shelter to those who commit the most dangerous of the crimes, an attempt of revolution (even when done in another country).
