Well, the only real difference between the M-16 and the AR-15 is the ability to use automatic or burst depending on the age of the M-16. Any rate of fire above semi-automatic is illegal anyway.

Americans who are not felons are in fact allowed to own and operate fully automatic weapons. All that is required is that the purchaser pass a federal background check and pay a $200 transfer stamp tax upon delivery of the device. As for not being allowed to use them to hunt, the Second Amendment says nothing about hunting.
