Your point seems to be unless every American is a living above the poverty line/have food/clothes etc, we should completely shut off the outside world and not give them a dime.

What are they supposed to do to help us? We have the infrastructure to cope with problems like these, they don't. Plus, they are poor, you can't give to charity when you live by subsistence farming.
