..........The Federal Reserve Bank of New York has been infiltrated by a dedicated gang of international criminals bent on taking the grandest prize of them all; the largest repository of gold in the United States. This elite group has been preparing for two decades to pull off this heist, taking down smaller targets here and there over the years, slowly gaining the technical knowledge and experience necessary, as well as the finances to prepare the perfect getaway.
..........A senior diplomat from Beijing travelled to the United States to discuss making a large deposit in the most secure bank in the world. Somewhere over the Pacific Ocean, this diplomat met his untimely end. However, the meeting went on as scheduled. The Gang of 13 had the resources to hire the most experienced plastic surgeon in the world, and pay him quite handsomely for his services. The face was altered, and the fingerprints were removed from the man from Beijing and placed on someone else. Finally, a single eye was removed and replaced with another. The end result was someone who looked exactly like the Chinese diplomat, had the same fingerprints, and the same retina.
..........On the inside, they had a man. Someone who had served his country for decades, and was given the same lousy pay and terrible pension, and was harassed one too many times by government bureaucrats. He wanted out of his boring, tedious life... and he wanted the retirement he earned and deserved. When budget cuts eliminated his pension, that was the final straw. He knew all the security systems, because he was a master at catching criminals. He was no mere security guard, he was the facility's top counter-infiltrations expert.
..........There was the matter of transportation. Gold is very heavy, and it would not be worth the time and investment to get away with merely a truckload or two of solid gold. This was an expensive, massive operation, and the equipment alone was worth more than one truck's worth of gold. They needed a ship. That's where the Somali pirates came in.
..........An oil tanker was hijacked off of the coast of Africa, but they again had a man on the inside. Once the pirates had taken over the oil tanker, the agent killed all the pirates with some toxic darts under the cover of night. Before the ransom demands were issued, the vessel was already back on course for New York. No one even knew the vessel had been hijacked.
..........The oil itself was sold to the very same customers, and the gang of 13 enjoyed the rewards that came with that kind of money. But the oil was worth only several hundred million dollars. A tanker filled with gold bullion would be worth hundreds of billions of dollars. As it happens, they already had several buyers for the gold. They would be travelling to Egypt, where the gold would be loaded on freight trains and sent to the various African totalitarian regimes who would buy the gold at a reduced price, giving them an instant profit, and relieving the gang of 13 of the burden of carrying and storing all that gold, in exchange for a deposit in several bank accounts. Some in the Cayman Islands, some in Switzerland, some in Africa.
..........China and Russia were also interested in the gold, and some of it was sent via freight train across the Middle East. More currency was deposited into the bank accounts of the gang of 13, and yet more of the weight was lifted from their shoulders. Finally, the last of the gold would remain on the tanker, which was headed for Dubai. The tanker itself and the gold would be sold to a consortium of Arab shieks at a bargain, and the Bank of Dubai would always have money waiting for the gang of 13, accumulating interest.
..........The end result was a master plan which finally would give the gang of 13 nearly unlimited money, in secured bank accounts all across the world, and the protection of the Russian and Chinese governments. There would never be any extrication back to the United States, there would never be any trial, or any jail time. The bottom line is, everyone in the gang of 13 would be filthy rich and their identities would be altered surgically so that they could never be traced back to this heist.
..........The only tricky part was getting the gold from the Reserve to the tanker. For that, a forged acquisitions request was sent and processed by the head of security at the Federal Reserve. The paperwork was massive and authentic looking, and the man in charge of verifying the authentication was the most trusted man inside the vault, the master of counter-infiltration.
..........Several armoured vehicles would make trips to the Reserve, over the span of one week. Because of the security systems, decades went by without a single bar of gold being misplaced. Because of budget cutbacks, there were only a handful of people watching the vault at any given time. Because the withdrawl had all the necessary paperwork and the approval of the man in charge of security, none of the guards noticed anything suspicious. It was just another routine transaction. Gold bars went in and out of the vault all the time, but only when it was authorized.
..........The plan was risky, but thanks to bloated bureaucracy and rank and file complacency, the transaction was nearly automatic. With the arrival of the Chinese diplomat, all of the guards were informed that a large transaction was taking place. None of them questioned the removal of the gold, and several of them even assisted in loading the armoured trucks. Whom else could be trusted to transport such precious material? The Chinese diplomat passed the palm reader and the retinal scan, and gained access to the vault.
..........Distracted by the negotiations of this faux emissary, and due to the hush-hush nature of operations, most of the actual guards were not informed of the precise nature of the supposed deal, and when the head of security and other bureaucrats were engaged in closed door talks, everything seemed to be in order. All the security systems in the world could not prevent someone with the proper paperwork and security clearances from removing gold from the vault.
..........So much money spent on the security systems themselves, and not enough was spent of the people working inside, whose loyalty could be bought for an enormously high price...

..........The transaction was successful, and the gold bullion was loaded onto the stolen oil tanker by armoured truck. The Chinese diplomat shook hands with the head of vault security, and all the other bureaucrats assigned to the visit. 500 billion dollars in gold bullion had been stolen right in front of everyone's eyes, in spite of layers of countermeasures and the finest security systems in the world. Just another simple transaction, done by the most secure Banking system in the world.
..........But not everyone in charge of oversight was blind to what was going on. In fact, these events were being monitored by the FBI. But no one in the department knew about the stolen oil tanker, or where the gold was heading once it left the Reserve, or if the transaction was legitimate or not until after the final night.
A Federal Agent was dispatched as soon as the paperwork was revealed to be fraudulent.

..........Among the Gang itself, all was not well... years of working together had strained their relations, and some former members of their group had been taken down by Federal Agents. Some had turned on them and tried to blackmail them before the operation took place, threatened to blow the cover off of their scheme unless they got a bigger cut of the gold. They were promptly shot, and their bodies were never found.
..........But everyone in the group was certain they had a traitor among them, someone so obsessed with greed that they would not be satisfied with the billions they were promised. On the eve of their getaway, one of their ranks was murdered. Suspicions ran rampant.
..........On this tanker filled with enough gold to buy and sell entire nations, the remaining 13 members of this group convened to decide who among them was the traitor... and who among them might have been an informant to the FBI... perhaps, even an FBI agent undercover. They watched each other very carefully. Any FBI agent would not simply kill them, he would be waiting for the appropriate moment to contact headquarters, gathering information every night. But if cornered, the FBI agent could use deadly force to defend himself.

..........The Gang of 13 met in the daytime, and decided amongst themselves who had betrayed them. That person was determined by a vote, and the unlucky winner was shot to death on the spot. Everyone brought an automatic weapon with them for safety, and if someone tried to shoot their weapon without the Gang's approval, they would be gunned down as well.
..........At night, each person locked themselves inside their cabin, making night murders difficult. The traitor waited for the appropriate moment to make his move. If he could survive long enough, he would not be so outnumbered, and he could gun down the others.
..........Over the cold waters of the Atlantic, on this stolen tanker filled with gold, the Gang of 13 would be competing for their very lives, and their vast fortune. They were all about to experience... the Golden Rule.
