Heavy Cavalry or Light Tank, it's not easy to draw a clear line. These guys are just awesome, they can even meet Warrior Monks on about equal terms – and are much faster, too.
However, they're still cavalry, so keep them out of the trees and away from Yari Infanry: Given that most enemy armies consist of mostly Yari and little else, you practically have no choice but to hold your Heavy Cavalry back as reserves, otherwise you'll probably find your precious would-be heroes pinned by a unit of cheap Yari and, effectively, taken out of the battle. Against Ashigaru they may still win (though at horrible losses), against Yari Samurai they will achieve nothing and eventually all die.
You should therefore use them much like Yari Cavalry, above; the main difference being that they take a little longer to get there, but have more punch when they do. The other difference is that wearing all that armor is tiring: even in fine weather, expect them to be "tired" during their first charge, after a melee they often lack the stamina to run down routers. In a thunderstorm, they will become "exhausted" before they reach the enemy lines, even at the most casual pace.
