Adding PON by changing the startpos does not add Offices for them.
Offices can be added by copying/pasting the relevant sections of Russia (Late)to the end of the section in Early and changing it from AddOffice::Russia to AddOffice::PON
As well, you should mention that you must play a domination game. The game will run just fine in GA mode, but if you click the PON icon to look at your score the game will crash.
