The Bishop is the first religious agent available to Catholic factions. The Bishop will convert the populace of a province to Catholicism, with a 2% conversion rate. He can also be used to scout out enemy territory, foment rebellions through conversion and religious incompatibilities, request alliances with other factions, and lessen the effectiveness of Inquisitors.
