My counter question would be whether there is any point behind implementing them? Such a system would be rife with abuse unless only Moderators could hand them out, and we already have a 3 member and 3 mod structure.

What FactionHeir said - I for one am totally opposed to such a system. What we have at current is satisfactory. I have also read posts at forums where they have such a system condemning them. This has been due to users generating more reputation for spamming, trolling and flaming than posting considerate/constructive information.

What is this 3 member 3 mod structure? That can't mean a 1:1 ratio of members/ mods can it?

We have Junior Members, Members and Senior Members.
Everybody who registers an account at the Org starts as a Junior Member. If a Junior Members makes a few posts, in the meanwhile following Org rules, he/she gets promoted to Member status (usually within a few weeks).
Senior member is a honorific, used to recognize members' contributions to the overall good of the Org. Promotion to Senior member is decided by staff on a case to case basis.
As for the mod structure, I think Omanes just meant to say that we have 3 "types" of people moderating the forum : assistant moderators, moderators (with the green usernames) and administrators (red usernames).
You can find a list of moderators here.
The "regular members" listed as moderators are people who have certain moderator powers in specific subfora. Most of them are leaders of a mod team (mod as in "modification").
