I'd have thought it would - if you turn down campaign difficulty, it makes the ai less aggressive, so i'd have thought they would produce less ships. Lowering the campaign difficulty makes auto-resolve battles easier as well - and that includes all naval encounters.
If only you could bribe ships!!!!!!

I was quite naive to put diplomats on the ship, dock them close to another fleet, and try to initiate a sweet talk over the decks... no dice.![]()

On VH settings, I swear to you that you have a hard time at sea in case you're not a Roman faction.
I was wondering whether the melee bonuses were also applied to the AI ships. After losing many see battles even though I outnumbered the foes by 3 to 1, I think I got my answer.
That's the only thing I don't like in RTW, because you don't have any control on the battles at sea, these bonuses shouldn't be applied to the ships.
