Question AI shipbuilding and difficulty settings

Simply put, if I play on the lower difficulty settings will the AI build less ships?
    Hear me:
There are many ways to power.
But know this: while strength is important, it is the most rigid tree that is shattered by the storm, just as hard stones are lifted and hurled by the wind.
When the calm comes and soft rains fall, they fall upon the living grasses that laugh at the storms.

I'd have thought it would - if you turn down campaign difficulty, it makes the ai less aggressive, so i'd have thought they would produce less ships. Lowering the campaign difficulty makes auto-resolve battles easier as well - and that includes all naval encounters.

We need mercanary fleets. Don't know how common they were but they were used

I was quite naive to put diplomats on the ship, dock them close to another fleet, and try to initiate a sweet talk over the decks... no dice.

On VH settings, I swear to you that you have a hard time at sea in case you're not a Roman faction.
I was wondering whether the melee bonuses were also applied to the AI ships. After losing many see battles even though I outnumbered the foes by 3 to 1, I think I got my answer.
That's the only thing I don't like in RTW, because you don't have any control on the battles at sea, these bonuses shouldn't be applied to the ships.
