The Sahara is one province, easy to conquer, and gives little benefit. They don't exactly concentrate there. We let Carthage expand whichever way it wants to. Sometimes that is Iberia, often it is towards Egypt.

We certainly don't want to do this. The Parthians may or may not go to war with the Seleukids, and they may or may not win. All of that is ok with us, whatever path they choose.
