Chancellor, I would like to second the edicts 5.25 and 5.28

Also I would propose an Edict 5.30 in the spirit of 5.18 and 5.20 that had some seconders and not to conflict with the Dukes' responsibilities to govern that we encourage economic growth in cities taking the best advantage of their location being inland or port and build the most appropriate building for economic development.

After a quick review I will second Edict 5.29 it is in the same spirit of Edicts 5.21 and 5.22 with very little cost.
