Orders for Bern:
1: Finish Stone Wall (1), hire 1 spear militia as city can support 4 now
2: Build Fairground (4)
3: Build Paved Roads (3)
4: Build Blacksmith (3) (1 of which in next chancellor's term)
Taxes to be set so that PO > 69% Red face at 70% is totally acceptable and should be aimed for.
Bern may not accept the following guilds: Thieves' Guild, Explorer's Guild.
Theologian's Guild may only be accepted at Bern once we are reconciled.
