While still a member, I have been able to change the title of a thread within the first few minutes of posting it, so it is (or was) possible.

Yep, it's still is possible. I remember when I posted the most ridiculous thread and completely changed it's topic before the time ran out and before anybody else saw it!

I think someone (Tosa, or a mod) once said you can change the title on the thread until someone posts a reply. Once there are 2 posts in a thread, only mods can change the title. I think. Anyone willing to verify?
