Nuclear weapons are through the military which the constitution allows and I have no idea about airplanes.Neither does the Constitution allow the government to regulate airplanes and nuclear reactors, but they do anyway.
Edit: Just remembered that the interstate commerce clause would give the Feds jurisdiction to regulate air travel.
I 100% agree. However, the proper steps must be taken for this to happen.Also, the Constitution is a working document, open to amendments. There is nothing in the Constititution that forbids either the regulation of health care nor the future inclusion of a health care amendment in the Constitution itself.
