The baltic states have many settlements since they consist of many nations. France is one united country, therefore, one settlement. Denmark-Norway is in a union, so both those countries have one settlement each even though they appear as one faction. The Swedish Empire is... well... its an empire. It consists of conquered settlements. And besides, its the largest faction in northern Europe and second largest in entire Europe consequently having more regions. Sweden conquered some regions from Russia, so I assume thats why St. Petersburg is a settlement even though it belongs to Sweden. Finland is a settlement in the Swedish Empire which is partly autonomous. My guess is that they are also leaving the doors open to revolutions etc in those settlements making it harder for the Swedish Empire to control its many regions. The same goes for Denmark-Norway which isnt the most stable union.
Disturbing is the fact that St. Petersburg wasnt founded until 1703 during the the Great Northern War, AFTER the Russians conquered the region from Sweden. And the game starts 1700, right? So the question isnt why it belongs to Sweden, the question is why its even there. Or are they pretending that the city was named Saint Petersburg by the swedes?Why would they name a city after their enemy? Which they ofcourse did not. It was Tsar Peter the Great who named the city St. Petersburg.
