Why not the Military, Civic and Mercantile unite and just wipe out the Populist and Religious factions?

Military doesn't like Civic, and fears that Mercantile will turn against Military when Populists are gone, with Civic support.
Civic doesn't like Military, but Populist took enough shots at them that they don't like Populist either, and are trying to help Mercantile eliminate Populist.
Religious just wants to survive; has allied with Mercantile to remove Populist since Populist have been the largest thorn in Religious side.
Mercantile only cares about Populists going down; is friendly to anyone who helps.
Populist one seems to care about removing from Religious, because that removes one of their rivals and eliminates them. It is a smart move.
The current balance of power suggests we will simply block each other's votes until the dead people come back.
I wanted Military support to finish off Populist, but they are indifferent towards me.
