Ownership and maybe delete "no custom" if an unit you want to recruit has this attribute.

The limit is there because the unit list, where you can chose your soldiers, can only show a certain number of units, but because of the vast amount of regionals there's not enough place for all of them and many aren't shown. For most factions there are a lot of slots left so you can easily make more available.
