Factions that played first in the turn order could defeat those that came after them, thus preventing them from moving those defeated stacks. However, if a faction later in the turn order defeated a faction that played before, with the new turn beginning, the playing-first faction could move its own defeated army...
Hence the proposed rule...

You'd better believe we pray to the trees, and the grass, rocks, rivers, sky, the occasional beard if it's awesome enough; but mostly death. I don't know if it's her charming personality or just how her followers make our enemies quiver in fear, we just can't get enough of her.
