The ddraw.dll doesn't select one or the other, it just overrides a Direct Draw call for a memory query, returning 2GB. I'm surprised the msconfig fix stays with the larger map when set to 2048, but it's not really important. If MapTex.tga is blurred looking when viewing in an image viewer program, then the image itself is just bad. Save it off, copy MapTex2.tga to MapTex.tga, and scale MapTex.tga by 50% to get it to 2048x1536, and see what happens. Should work, and you will have the Russian text.
