The point being made is that a school shooting is on a whole other level of "OMFG" than the school being on fire. Hence, people will be more likely to stampede out during a shooting than during a fire.
It is better to conquer yourself than to win a thousand battles. Then, the victory is yours. It cannot be taken from you, not by angels or by demons, heaven or hell.
