Total Annihilation and Warlords III had fantastic soundtracks.

I think Command and Conquer must've been one of the first with a proper movie-like soundtrack? It had that Mechanical Man song!

And I'll put in a word for Evil Genius, just for its OOT bombastic main menu music.

Descent 2 has my all time favorite sound track from a game. I haven't played that game in a decade but I still listen to the music every so often.

Command and conquer red alerts soundtrack was great. The whole hell march opening sequence, I think that's what the song was anyway.
