seeing as there is no point arguing against you and that you would only post more suggestions and game changes which I think would be absurd, I'll just make it known that I shall vote no on most of them when they are proposed. in particular:
-returning legions to Italy to disband are re-recruit them (or whatever that has been suggested which is somewhat similar to this)
-not move_character-ing a legion to frontiers after changing their command or doing other stuff in Italy (unless they're resupplying/retraining). (see below explanation for 2nd quote)
-greatly limiting expansion by preventing . seriously, for an EB game, those limiting of legions stuff makes it very slow.
-no retraining (they actually lose chevrons when retrained)
-something which does not define what provincial and personal legions should be and how should they be recruited. (actually I would vote yes for something which properly defines what they are)
and it won't be much longer until troops can be recruited in those provinces. So there will be not a lot of marching.
marians would be coming any time now. unless you're referring to regional units; which I'm afraid your legion proposals do not allow such a thing except for the alae. in that case is still less than half the legion.
Keeping track of legions? WOW, HUUUUGE EFFORT..

of course, how am I (or anyone else) to update other's posts? how often would those places be updated?
how is this going to be properly tracked when a legion spends 2 years marching to its target, 4 years doing what it's supposed to do, and another 3 years marching back, assuming that it has conquered somewhere further than it started off, like Cappadocia when landed in Ipsos.
At every freeze of save game, one of the consuls needs to check this, and act accordingly..

yes. considering that neither consul (unless one of the consuls happen to be navarro, who could update the library)
