I have managed to get troops trained with three chevrons, but since I like to build Type 1 governments in every homeland province, I never got that fourth chevron. That being said, the weapon/armor upgrades from the blacksmith act as one chevron.

Which reminds me: how is it possible to upgrade to silver/gold weapons and armor? Are only certain factions able to do this?

It is not possible in EB. If it was up to the EB team, there would be no weapon/armour upgrades. The Sweboz used to have temples that gave weapon/armour upgrades, but AFAIK, not any more.
