You game is glitched then. If the area north of the St. Lawrence river is shrouded in black, and you have taken Louisburg, something is wrong. I think you may have to start the campaign again.

Simply wonderful!
Another question, while I was waiting to learn how to make it to Quebec, I decided to start a Long Campaign Game. The screen stutters/ blinks!!!!!! I know this cannot be my system, I am running 6MB RAM, have a 1GB video card and the CPU is a Quad Q9000. Suggestions on this?
So, I am having the exact same problem with road to independance as you are sabot.
For anyone whose played the whole thing, is it worth redoing this campaign to continue on to ep 3? Mainly, will I learn anything important that I wouldn't pick up in my first campaign?
Sabot, WRT your graphics issues, do you have an Nvidia GPU? If so try this maybe:

Also -- you might want to decrease settings, though from what you've described, it sounds like your system is pretty high end.
Finally, I did read that there's an incompatibility with the latest Nvidia drivers, not sure if this is a problem after the latest patch. Google Nvida compatatibilty and ETW to find a link to the most recent working driver (I'm not sure if this has been fixed with the patch.
The arrow is a crossing, and normally if you click on where you want to go on the other side your army will cross. However occasionally if there is a npc or army near the crossing on the other side the game will not let you cross, but it will pick another route if one is available, and if not, it simply act like the crossing does not exist. You may have to wait a turn, but usually the other npc will move and suddenly the crossing will be available.
I hope this helps

Artillery adds dignity to what would otherwise be a vulgar brawl.
Update to the update. I started messing around with the in game graphics settings. On both MED and LOW I had the same problem in RTI. So I put it back on AUTO and clicked the play in window option (or something like that) and the graphics are now fine! The problem now is when using the mouse to move around, it is not as smooth as it was before, but I can live with it. Now I will try it in the Grand Campaign.
I resolved this by actually sending a ship all the way into the small water between Boston and Quebec, the channel is actually sailable untill it hits the first lake. So just load up your army and sail em straight into Quebec harbour
I vaguely remember thinking I needed to get to quebec in RTI but the game wasn't letting me, then I finished what-ever chapter that was ( 2? ) then getting to qb was available like normal, just march there. I know it's a lame answer, only posting as there hasn't been a clear one and the problem seems very familiar.
The game only uses 2gb of the ram. If you are using Vista, there is plenty of methods to open up the address space, but I believe a quick topic search can point you to the right direction.

Sorry Beskar I don't understand "open up the address space". I know enough about the inner workings of the operating system and the hardware to get by and that is about it. I did do a topic seach on the subject of the flashing screen here on the fourm and the best advice that I could find that made sense to me, was at my skill level and seemed to help was to play the game a window.
I would stop wasting time and start a new campaign. It is clear that your game missed a trigger, and can no longer be played. You haven't even gotten the objective to take Quebec and Montreal, so this is a very clear problem.
