Pretty sure this is a constitutional monarchy thing, though I have no idea why cm's don't get industrial unrest. I've gotten industrial unrest in my other games as Republics and absolute monarchies.

It is better to conquer yourself than to win a thousand battles. Then, the victory is yours. It cannot be taken from you, not by angels or by demons, heaven or hell.
AM: nobility, lower class (blue collar)
Republic: middle class (white collar), lower class (blue collar)
CM: nobility, middle class (white collar)
Lower class exists only in AM & Republics, not in CM. Hence the lack of industrial unrest.
Ideally, the game should have had all three classes present in all political systems. I guess they didn't want to complicate the whole political order thing too much - how do you decide which class has power in the country?

Ancestry: Turkish & Irish. Guess my favorite factions!
Historically, many European nations allowed only property owners to vote still in the middle of the XIX century, barring all salaried workers from elections.
That, of course, did not stop them from taking up arms and starting revolutions...
Hmm... playing as Ottomans I have yet to see any industrial unrest.
