If you look at the campaign map, you'll see a grayed-out area where Switzerland should be. Its definitely a region, but inaccessible. Apparently, CA did make a swiss "faction" (with flag graphics and generic units etc.), but decided not to include in the game because of something about too many regions are already in the game.

Think of the most backwater region you can. CA is saying that place is more important than Switzerland, in a European-faction based game
